    Iloilo takes PPP option in building provincial healthcare system

    The Iloilo provincial government has signed a major public–private partnership with Ayala Healthcare Holdings Inc. (AC Health) and Healthway Medical Network to build and operate dialysis centers in all 12 district hospitals and the provincial hospital.

    The project aims to expand access to hemodialysis by installing modern, Department of Health–compliant facilities, each starting with eight dialysis stations. Many of the province’s more than 50,000 dialysis patients currently travel to Iloilo City several times a week for treatment.

    Governor Arthur Defensor Jr. called the partnership a “major milestone” toward ensuring that “no Ilonggo is left behind” in healthcare. Under the deal, the province will provide space within hospital compounds, while AC Health will handle the equipment, management, and day-to-day operations.

    AC Health said the rollout will be phased and guided by strict financial, operational, and clinical targets to ensure quality and sustainability. CEO Paolo Borromeo said the partnership supports efforts to strengthen the country’s health system and build “a more resilient and inclusive health network” for Ilonggos.

    Patients are expected to benefit from standardized treatment protocols, expanded capacity, lower costs through PhilHealth and provincial aid, and access to advanced diagnostics and specialty care through Healthway’s network—including pathways for kidney transplant assessment.

    Vice Governor Nathalie Ann Debuque said the initiative will ease travel and financial burdens for families relying on district hospitals, while Healthway CEO Jaime Ysmael assured that the facilities will meet high standards of safety and efficiency.

    The centers will begin operating in phases as construction and installation progress across Iloilo.
