An affiliate of Ayala Land Inc. has formalized plans for a new civic hub in Laguna, advancing efforts to expand institutional infrastructure in southern Luzon’s fast-growing corridor.
Ceci Realty, Inc., in partnership with the City Government of Santa Rosa, signed a deed of donation covering a future civic complex within Nuvali. The project forms part of a 60-hectare Civic District inside a planned 200-hectare central business district rising within the broader estate.
The district is envisioned as a hub for governance, culture, and civic engagement, designed to keep pace with rising population and economic activity across the CALABARZON region.
A two-hectare site has been allocated for the Santa Rosa Civic Complex, which will house a satellite city hall, convention center, hotel, and a command center. Plans also include the Nuvali Parish Church as a central community landmark.
Construction is scheduled to begin next year, according to project proponents.
Nuvali, the largest eco-city development of Ayala Land, spans about 2,500 hectares and integrates residential, commercial, business, and institutional components within a sustainability-oriented framework. The estate features open spaces, lakes, and green corridors aimed at promoting walkability and environmental balance.
The development benefits from access to key road networks, including the South Luzon Expressway and the Cavite–Laguna Expressway, linking it to Metro Manila and other growth centers in southern Luzon.
Representing Nuvali at the signing were Christopher Maglanoc, senior vice president and regional estates group head, and Mayi Rodriguez, vice president and regional estates project development group head.
