DICT pushes GOCC plan for eGovPH app

The Department of Information and Communications Technology (DICT) is proposing the creation of a government-owned and controlled corporation (GOCC) to manage the eGovPH app, aiming to make the platform financially sustainable and improve its operations.

DICT secretary Henry Aguda said the move would allow the agency to generate its own revenue and operate more efficiently through a corporate structure with its own board and leadership. He noted that the setup would still remain under government oversight through the Commission on Audit (COA).

The proposal comes as the eGovPH app continues to expand, now reaching around 50 million downloads and connecting about 1,000 government systems. The platform recently experienced a temporary outage due to heavy transaction volume, highlighting the need for stronger operational capacity.

Aguda said a GOCC structure would also help the DICT retain highly skilled technical workers by allowing it to offer more competitive salaries, addressing the agency’s struggle to keep talent from moving to private and foreign firms.

The DICT believes the setup could also open opportunities for partnerships with banks, insurance companies, and other private sector users, helping make the platform self-sustaining in the long term.
