GSIS expands Balik Ginhawa coverage, clarifies refund guidelines

The Government Service Insurance System (GSIS) has expanded its Balik Ginhawa program to provide greater financial relief for members and pensioners, in line with the directive of President Ferdinand R. Marcos Jr. to deliver more responsive government services. Under the enhanced program, qualified individuals may receive refunds equivalent to up to six months of eligible loan amortizations covering payments made from December 2025 to May 2026. According to GSIS president and general manager Wick Veloso, this expansion aims to give borrowers additional financial breathing room to use the recovered funds for their immediate needs.

Coverage extends to most active loan accounts including housing loans, though it excludes the Ginhawa Solar Energy Loan and Ginhawa Bike and E-Mobility Loan. Applications will be accepted from July 1 until October 31, 2026, and must be submitted through the GSIS Touch mobile application. Any amount previously refunded under the first phase of the program will be deducted from the total refundable sum; however, those who received less than the full three-month refund in the earlier rollout may still claim the remaining eligible amount plus up to three additional months of refunds, with a maximum cap of six months total.

Participation remains voluntary, and approved refunds will be credited directly to the member’s designated GSIS bank account. The agency clarified that periods covered by the refund will not be counted as unpaid arrears, so borrowers will face no penalties or late charges for those months. Loans classified as overdue by more than six months, fully paid, or renewed are not eligible, as well as accounts belonging to members with ongoing retirement or separation benefit claims, those without a linked GSIS bank account, and advance payments made before a loan’s first due date.

Members and pensioners are advised to verify their eligibility and check their loan status through the GSIS Touch app, or refer to the official GSIS website and social media pages for further information and updates.
