Raslag solar farm resumes operation after flash flood

Raslag Corp. said its largest solar farm, the 36.6-megawatt-peak RASLAG 4 in Pampanga, has partially resumed operations after flash flooding forced it off the grid, highlighting the growing weather risks facing the country’s renewable-energy infrastructure.

Heavy rainfall from the Southwest Monsoon, or Habagat, triggered flooding at the facility on Aug. 9, prompting Raslag to isolate the plant from the grid around noon as a precaution.

After floodwaters subsided, the company conducted initial safety and operational checks before partially re-energizing RASLAG 4 before noon on Aug. 10. The facility is now operating at its available energized capacity.

Raslag said its initial assessment indicates the plant can still meet its contractual obligations to Pampanga Electric Cooperative I using the capacity currently online.

The company is now conducting a comprehensive inspection to determine the full extent of damage, potential losses, and repairs needed. Restoration work is also underway.

The incident underscores a less glamorous challenge for the Philippines’ renewable-energy push. Solar power may have no fuel bill, but its physical infrastructure remains exposed to the country’s increasingly disruptive weather.

For renewable-energy operators, resilience is becoming part of the business equation. Flood protection, drainage, equipment elevation, insurance, and rapid restoration can affect project costs, power availability, and the ability to meet supply commitments.

RASLAG 4’s continued ability to serve PELCO I despite the flooding provides an early measure of resilience. The bigger test will be whether the facility can return to full capacity quickly, and whether the detailed inspection uncovers damage that could extend the disruption.

For now, the 36.6-MW peak facility is back online, though only partially.

The floodwaters have receded, but the incident leaves renewable-energy developers with a decidedly terrestrial question: how well can clean power withstand increasingly messy weather?
