Global compliance technology firm Sumsub has partnered with Philippine seafarer‑focused digital payments platform MarCoPay to boost customer onboarding, continuous compliance checks and real‑time transaction monitoring under the Anti‑Financial Account Scamming Act (AFASA).
The Philippines is the world’s leading source of seafarers, creating strong demand for secure cross‑border digital financial services. Latest data from Sumsub’s 2025‑26 Identity Fraud Report shows deepfake attacks in the country rose 61 percent year‑on‑year in 2025, while complex coordinated fraud jumped 180 percent globally. Stricter AFASA requirements took effect this June, raising standards for real‑time monitoring and fund recovery for payment providers.
MarCoPay will use Sumsub’s document verification, liveness detection powered by 3D FaceMap technology, and AML screening to confirm user identities, block deepfake spoofing, and screen against sanctions and watchlists. Sumsub’s AFASA Fraud Management Bundle adds rule‑based monitoring and dynamic risk scoring to flag suspicious transactions quickly.
“This partnership strengthens our ability to deliver safe and secure services,” said MarCoPay CEO Hayato Kiyohara. “With enhanced security, we aim to better serve Filipino seafarers and our business partners.”
Sumsub APAC Vice President Penny Chai noted the collaboration supports Philippine firms in building multi‑layered defences against rising AI‑enabled fraud amid shifting compliance rules. The tie‑up underscores growing industry cooperation between payment operators and compliance specialists to protect the country’s globally mobile seafarer workforce.
