A P14.8-billion water supply and wastewater project proposed by Maynilad Water Services Inc. and South Korea’s K-Water for New Clark City has cleared a key hurdle after attracting no competing bid, putting the consortium closer to securing the contract.
The Bases Conversion and Development Authority (BCDA) is preparing to award the project following the completion of the 90-day Swiss challenge, BCDA President and CEO Joshua Bingcang said.
“We are about to award this also soon,” Bingcang said.
The Maynilad-K-Water consortium secured original proponent status on Aug. 28, 2026, before BCDA opened its proposal to competing bidders. The deadline for submitting qualification documents was Oct. 20.
With no challenger emerging, the consortium is positioned to proceed to contract award, subject to the remaining requirements.
The project is designed to raise New Clark City’s water supply capacity from about 20 million liters daily to between 150 million and 200 million liters, supporting the development of industrial, commercial, and residential areas.
Bingcang said the additional supply could also benefit communities surrounding the development, with surplus water made available beyond the needs of locators.
“Even the surplus water, we’re going to share it,” he said.
The expanded capacity is expected to help New Clark City attract water-intensive industries, including semiconductor manufacturers and data center operators, whose investment decisions depend partly on reliable utilities.
“We want to make sure that there’s sufficient power, water, ICT when they will come in,” Bingcang said.
The proposed investment underscores the infrastructure requirements behind BCDA’s push to position New Clark City as an industrial and business hub. Reliable water supply, alongside power and information and communications technology, will be essential as the development seeks to accommodate larger investors.
