Technology serves its greatest purpose when it directly answers the everyday needs of communities, and Palawan is putting that principle into practice. The provincial government is strengthening its push toward a more responsive, people-centered administration through AI training and support provided by PLDT Inc. and Smart Communications under the companies’ AI-in-a-Box initiative.
More than 50 employees across various offices of the Palawan Provincial Government recently took part in a capability-building session designed to boost their knowledge and responsible use of artificial intelligence. The program complements the province’s ongoing digitalization drive, equipping staff with practical insights on how AI tools can streamline workflows and speed up the delivery of public services. Participants also received an AI-in-a-Box package including a Smart 5G WiFi device, prepaid load cards, and access to an AI tool subscription.
Provincial Administrator Atty. Jefrie Sahagun, speaking on behalf of Governor Amy Alvarez, emphasized that the goal is not simply to adopt technology for its own sake. “Our goal is not simply to have an AI-enabled government. Our goal is to have a better government enabled by AI,” he said. He explained that citizens may not always see the systems behind government work, but they clearly feel the results. “Our people’s needs are simple: Fast service, clear answers, and fair and just treatment. In the end, they want a government that listens to them and speaks their language.”
Atty. Sahagun stressed that AI should act as a helpful aid rather than a replacement for public servants. “Technology must never replace human judgment, compassion and accountability,” he noted. The training explored ethical AI applications in key areas such as research, information management, administrative work, and public engagement.
Christian Anthony T. Villon, Supervising Administrative Officer and Data Protection Officer for the Palawan LGU, welcomed the opportunity. “We look forward to exploring the use of AI to help us do our tedious day-to-day tasks, such as transcribing meetings and other administrative activities,” he said. He added that the ultimate aim is clearer, quicker service for everyone. “We hope our government offices will learn how to use AI, and eventually automate our manual processes, so we can expedite some of our services to the people.”
The initiative underscores how private sector support can strengthen local government capacity. By combining reliable connectivity, ready-to-use digital tools, and hands-on learning, PLDT and Smart are helping LGUs turn emerging technology into tangible community benefits. The partnership highlights a shared vision: that innovation should always serve the public good, helping local governments work more efficiently while keeping care and compassion at the heart of public service. AI-in-a-Box also aligns with broader efforts to advance digital inclusion and progress toward the United Nations Sustainable Development Goal 9 on industry, innovation, and infrastructure.
