Consumers to see higher transmission charges this November

Consumers will see a small increase in electricity transmission charges in their November 2025 bills, the National Grid Corporation of the Philippines (NGCP) announced Tuesday.

The adjustment is mainly due to higher ancillary services (AS) costs — payments made to power generators that help keep the grid stable when supply and demand fluctuate. AS rates rose by 15.23 percent in October to P0.7542 per kilowatt-hour (kWh), up from P0.6546 per kWh in September.

NGCP clarified that it does not earn from AS charges, as these are passed directly to power suppliers and market operators.

The transmission wheeling rate, or the fee for using NGCP’s power lines to deliver electricity, also went up slightly by 0.57 percent to P0.5953 per kWh. NGCP said this change will not affect its income, which is regulated by the Energy Regulatory Commission.

Overall, the average transmission rate for October — which will appear in November bills — increased by 7.91 percent, from P1.3998 to P1.5105 per kWh.

NGCP operates and maintains the Philippines’ state-owned power grid.
