BCDA awards Clark runway design, boosting capacity 

The Bases Conversion and Development Authority (BCDA) has advanced plans to expand Clark International Airport with the award of a detailed engineering design contract for a second runway, marking a key milestone in the project’s development pipeline.

The P206.9-million contract was granted to a joint venture between Schema Konsult Inc. and Yooshin Engineering Corp. following a competitive bidding process. The project now moves into the detailed design phase, which BCDA targets to complete by the second quarter of 2027.

Once built, the second runway will serve as a contingency facility, allowing flight operations to continue during maintenance or emergencies affecting the airport’s primary runway. The added redundancy is expected to improve operational reliability while accommodating rising passenger and cargo traffic.

BCDA president and chief executive officer Joshua M. Bingcang said the project reinforces Clark’s role as a key aviation and logistics hub. 

By minimizing disruptions and expanding long-term capacity, the initiative is expected to support economic activity across Central Luzon, including job creation and improved connectivity for businesses.

The runway project forms part of broader infrastructure initiatives under the Luzon Economic Corridor, which aims to modernize transport and logistics networks to sustain regional growth.

With the design contract awarded, the project shifts from planning to execution, reducing uncertainty and establishing a clearer path toward construction. 

BCDA is targeting completion of the second runway by late 2029.

Once operational, the additional runway is expected to enhance the airport’s resilience, attract more airlines and logistics players, and support continued traffic growth as demand for air travel and cargo services increases.
