Marcos-Putin Talks to Focus on Energy Security



President Ferdinand R. Marcos Jr.’s meeting with Russian President Vladimir Putin this week is expected to spotlight energy and food security as the Philippines seeks to diversify strategic partnerships amid persistent geopolitical tensions and volatile global commodity markets.

The bilateral talks, scheduled on the sidelines of the ASEAN-Russia Commemorative Summit in Kazan on June 17 and 18, come at a time when disruptions in global energy and food supply chains continue to weigh on economies worldwide.

Deputy Assistant Secretary for ASEAN Affairs Dominic Xavier Imperial said the discussions will focus on areas of mutual interest, particularly ensuring stable and reliable energy and food supplies.

“The continuing impact of tensions in the Middle East on global energy markets and food prices makes these issues highly relevant for both countries,” Imperial said.

The meeting is expected to carry significance beyond diplomacy. For the Philippines, which imports the bulk of its fuel requirements, the search for alternative energy partners has become increasingly important as conflicts and trade disruptions expose vulnerabilities in global supply chains.

Russia remains one of the world’s largest energy producers and a major exporter of agricultural commodities and fertilizers, making it a potentially important partner in Manila’s diversification strategy.

While Imperial declined to comment on whether discussions would include specific agreements involving oil imports, nuclear energy, renewable energy projects, or fuel supply arrangements, he said both leaders are expected to identify areas where cooperation can be expanded.

Beyond energy and food security, the two sides are also expected to explore opportunities in tourism, education, science and technology, cultural exchanges, and other people-to-people initiatives.

Analysts view the meeting as part of the Philippines’ broader effort to maintain a diversified foreign policy and strengthen economic resilience through a wider network of international partnerships.

The administration has repeatedly emphasized the importance of avoiding excessive dependence on a limited number of suppliers, particularly in critical sectors such as energy and food.

The talks also carry symbolic importance. They coincide with the 50th anniversary of diplomatic relations between the Philippines and Russia and mark Marcos’ first visit to Russia since taking office.

Against a backdrop of geopolitical uncertainty, the meeting offers both countries an opportunity to explore new areas of cooperation while advancing shared interests in energy security, food stability, and economic development.
