Local defense manufacturing push gains ground 

A Philippine-led effort to build a domestic defense manufacturing industry is moving closer to reality, with Stone of Hope Defense (SOHD) seeking government registration for a project that could eventually lead to full-scale local production of firearms and defense equipment.

SOHD, the defense subsidiary of Stone of Hope Builders & Development Corp., recently presented its investment roadmap before an inter-agency meeting led by the Board of Investments (BOI), outlining a phased approach that begins with controlled imports and culminates in domestic manufacturing operations.

The project reflects a broader push to strengthen the country’s defense industrial base as the government ramps up military modernization and pursues a more self-reliant defense posture.

Under the plan, SOHD will initially import firearms, components and related equipment for testing, evaluation and exhibition. The company then aims to move into local assembly before establishing full-scale manufacturing facilities, with Cavite and Subic, Zambales emerging as potential locations.

A key component of the initiative is SOHD’s partnership with US-based Battle Arms Development Inc. (BADI), an arms engineering firm that holds more than 65 patents. The collaboration is expected to support technology transfer, advanced engineering capabilities and the gradual localization of production.

Beyond defense requirements, the project is being positioned as an industrial development opportunity that could generate skilled jobs, develop specialized manufacturing expertise and create supply chain opportunities for local firms.

The timing aligns with growing government support for strategic industries. Defense manufacturing has been identified as a priority sector under the 2026 Strategic Investment Priority Plan, while the Armed Forces modernization program continues to create demand for locally sourced capabilities.

Government agencies, including the Philippine National Police, Department of National Defense, Department of Trade and Industry, Anti-Red Tape Authority and BOI, have begun discussions on regulatory requirements covering importation, manufacturing permits, security clearances and strategic trade controls.

If approved by the BOI, the project could qualify for investment incentives and expedited processing under the government’s Green Lane program, potentially accelerating the development of a domestic defense manufacturing ecosystem long absent in the Philippines.
