NGCP to review new ERC rules allowing other entities to build transmission projects

The National Grid Corporation of the Philippines (NGCP) is evaluating regulations issued by the Energy Regulatory Commission (ERC). The new rules, outlined in ERC Resolution No. 18, Series of 2026, permit qualified entities aside from NGCP to finance and construct transmission projects identified by the Department of Energy (DOE).

The new framework aims to speed up the completion of critical transmission facilities. This will help connect new power plants – including renewable energy projects – to the national grid more quickly and reliably. Eligible projects include transmission lines, substations, and related facilities needed to expand the network.

According to ERC, the policy establishes clear guidelines to ensure transparency, accountability, and consumer protection. It also retains the commission’s authority to review project costs and ensure only fair and reasonable expenses are passed on to electricity consumers.

NGCP said the review will be based on its rights and obligations under the Concession Agreement and Republic Act No. 9511, which granted the company a 50-year franchise to operate and maintain the country’s power grid. The company will take necessary steps to safeguard the integrity of the national transmission system.
