Rubio heads to Manila for crucial ASEAN diplomacy

US Secretary of State Marco Rubio will travel to Manila from July 19 to 23 for a series of high-level ASEAN meetings, placing the Philippines at the center of regional diplomacy as Washington seeks to reinforce its economic and security engagement in the Indo-Pacific.

Rubio will participate in the ASEAN Post-Ministerial Conference, the East Asia Summit Foreign Ministers’ Meeting and the ASEAN Regional Forum, according to the US State Department. The gatherings bring together ASEAN foreign ministers and key global powers, including the US, China, Japan, South Korea, India, Australia and Russia.

While security issues such as the South China Sea and Myanmar are expected to dominate discussions, the meetings also carry significant economic weight. Ministers are expected to tackle supply chain resilience, regional trade, investment cooperation and economic security as governments seek to shield their economies from geopolitical shocks.

Rubio is also scheduled to hold bilateral meetings with senior Indo-Pacific officials on the sidelines, reinforcing Washington’s push for deeper partnerships across the region.

The visit comes as Southeast Asia has become an increasingly important arena for investment, advanced manufacturing and critical supply chains, with both the US and China stepping up economic engagement alongside strategic competition.

For the Philippines, hosting this year’s ASEAN foreign ministers’ meetings further elevates its role as a regional convenor while showcasing its growing importance in Indo-Pacific affairs. The country has emerged as a key destination for investments tied to electronics, semiconductors, digital infrastructure and clean energy, sectors that feature prominently in regional economic cooperation.

The US State Department said Rubio’s visit supports Washington’s vision of a “free and open Indo-Pacific” while reaffirming its comprehensive strategic partnership with the Philippines, one of America’s oldest treaty allies in Asia.

The Manila meetings are expected to help shape the regional agenda ahead of the ASEAN leaders’ summit later this year, where economic resilience and geopolitical stability are likely to remain closely intertwined.
