The Government Service Insurance System (GSIS) has called on local government units (LGUs) across the Cordillera Administrative Region to strengthen protection of public assets, in support of President Ferdinand R. Marcos Jr.’s push for a more resilient, disaster-ready and accountable government. Speaking at the 2026 Property Officers’ Forum for LGUs attended by representatives from 26 regional LGUs including property and budget officers, GSIS president and general manager Wick Veloso noted that safeguarding government assets is central to both good governance and disaster preparedness. Veloso made the appeal as the country marked the anniversary of the 1990 Luzon earthquake that severely damaged Baguio and other parts of Northern Luzon, emphasizing that proper preparation before a crisis is far better than responding only after losses occur.
Veloso advised LGUs to keep fully updated property inventories, ensure accurate asset valuation, and secure sufficient insurance coverage to maintain continuous public services even in the aftermath of natural disasters. He highlighted the GSIS Seal of Protection, an award that recognizes LGUs and agencies that meet high standards in asset management, valuation and insurance coverage. According to Veloso, the recognition is not just an insurance achievement but a governance milestone that demonstrates an LGU’s dedication to accountability, resilience and unbroken service delivery. He also reminded participants that Republic Act No. 656 mandates all government properties and insurable interests to be insured with GSIS, describing this requirement as both a legal duty and a practical step toward building stronger government institutions.
Veloso acknowledged the critical role of property and budget officers in helping communities recover faster after disasters by ensuring public assets are properly recorded, valued and protected. The forum is part of GSIS’ ongoing work to strengthen local governments by promoting responsible asset management, risk reduction and careful stewardship of public funds, aligning with the administration’s goal of providing reliable and efficient services to all Filipinos.
