The Government Service Insurance System (GSIS) has set aside nearly ₱4.4 billion in emergency loan assistance for 166,789 active members as well as old-age and disability pensioners across nine areas in Luzon reeling from recent typhoons and the southwest monsoon. Eligible applicants in Pampanga; Calumpit, Bulacan; and Mangaldan and Dagupan City in Pangasinan may file applications until September 13, 2026, while those in Sta. Barbara, Pangasinan have until September 18, and applicants in Hagonoy, Bulacan and Masinloc, Zambales may apply until September 20. Eligible members and pensioners in Cavite may submit applications until November 12, and those in Rodriguez, Rizal have until November 16 to apply.
Active members working or living in the affected areas must meet several eligibility requirements to qualify: they must have no due and demandable GSIS loans, are not on unpaid leave, have remitted at least three months of premiums within the six months prior to their application, have no pending administrative or criminal cases, and retain a monthly take-home pay of at least ₱5,000 after all deductions. For old-age and disability pensioners residing in affected areas, their net monthly pension after loan amortization must remain at least 25 percent of their basic monthly pension.
Qualified applicants with no existing emergency loan may borrow up to ₱20,000, while those with an outstanding balance from a previous emergency loan may access up to ₱40,000, in line with existing GSIS policies. The loan carries an annual interest rate of 6 percent and is payable in 36 equal monthly installments. It also includes loan redemption insurance, which covers the remaining balance in the event of the borrower’s death, provided payments are current. Applications may be submitted conveniently through the GSIS Touch mobile app, with approved proceeds credited directly to the applicant’s GSIS eCard or UMID card.
