BIR e-invoicing to ease compliance, strengthen revenue collection

The Bureau of Internal Revenue (BIR) is pushing electronic invoicing as a digital overhaul that could make tax compliance easier for businesses while giving the government better tools to track transactions and collect revenues.

BIR Commissioner Charlito Martin Mendoza said the agency is consulting the private sector ahead of implementation to ensure the system reflects actual business processes and minimizes compliance difficulties.

“Electronic invoicing is part of the legacy work we are building at the BIR. We have to get the EIS Project off the ground, learn from actual implementation, and improve as we go. Your input will help us get this right,” Mendoza said.

Electronic invoicing could reduce businesses’ reliance on manual documentation, streamline record-keeping, and make transaction data easier to generate and reconcile. A more automated system could also simplify compliance with invoicing and reporting requirements.

For the government, digitized transaction records would provide the BIR with more timely and reliable tax information, strengthening monitoring and helping address tax leakage while supporting revenue collection.

The BIR consulted private-sector stakeholders on Aug. 25 under its Partnership with the Multisectoral Group to discuss a draft Revenue Memorandum Circular setting policies and guidelines for electronic invoices.

Under the proposed rules, taxpayers covered by the Dec. 31, 2026 deadline will be required to issue electronic invoices. Businesses may use in-house systems, commercially available software, or electronic invoicing solution providers.

“Electronic invoicing is an important part of modernizing tax administration,” Mendoza said, adding that the BIR wants implementation to work for taxpayers and businesses while building confidence in the system.

The reform is expected to give businesses a cleaner, more automated way to manage invoices while giving the tax authority a clearer digital trail of transactions, potentially making compliance less cumbersome and revenue collection more effective.
