Manila Water unit bolsters North Luzon El Niño preparedness to secure year‑round supply

Manila Water Philippine Ventures (MWPV) is rolling out proactive water security upgrades across Pangasinan and Isabela, two North Luzon provinces flagged by PAGASA as highly vulnerable to dry spells through late 2026, with drought risks extending into the first quarter of 2027.

Its local arm Calasiao Water in Pangasinan has put in place a service continuity plan focused on curbing non‑revenue water loss, upgrading and monitoring deepwells, and carrying out preventive maintenance on key facilities. The team is also developing new water sources, optimizing reservoir use, and running in‑line boosters, with mobile water tankers on standby for quick deployment. Additional deepwells are set to come online in 2027 to further shore up supply buffers.

Over in Isabela, Metro Ilagan Water has commissioned a new deepwell since May this year to add supply flexibility ahead of drier conditions. The firm is also building a 13‑million‑liter‑per‑day treatment plant in partnership with the Ilagan City Water District. Existing wells currently meet local demand, with the new source helping keep services steady during peak use, maintenance work or reduced surface water availability.

MWPV North Luzon general manager Francisco Loresco noted that climate‑driven weather events like El Niño are growing threats to water access, and said ongoing investments in resilient infrastructure, source development and operational readiness aim to sustain reliable service for affected communities. The projects form part of the group’s wider push to build long‑term water security amid shifting climate patterns.
