    Meralco, PNP join forces to combat facility theft

    The Manila Electric Co., the country’s largest power distributor better known as Meralco, has formalized a strategic partnership with the Philippine National Police to combat the increasing incidence of electricity distribution facility theft, which undermines the safety and reliability of the country’s power grid. 

    The Meralco-PNP collaboration, outlined in a newly signed memorandum of understanding, involves intensified efforts to investigate and prosecute individuals involved in the theft of vital infrastructure, such as electric meters.

    Under the agreement, Meralco will provide training for the PNP’s Crime Investigation and Detection Group personnel, enabling them to more effectively identify and apprehend those responsible for the theft. The distribution utility will also offer legal assistance for any cases filed against law enforcement officers in the course of their duties related to the theft. In return, the PNP will assist Meralco in investigations and provide operational support during law enforcement activities.

    Meralco and PNP also plan to raise public awareness about the dangers of using stolen equipment. Community roadshows at the barangay level will educate residents on the risks posed by illegal connections and theft, which include potential electrical hazards and service disruptions.

    To ensure the effectiveness of these initiatives, a technical working group will be formed to monitor and assess enforcement of Republic Act No. 7832, the Anti-Electricity and Electric Transmission Lines/Materials Pilferage Act of 1994. The act imposes severe penalties for the theft or illegal use of electricity distribution materials.

    Meralco has so far reported the theft of 2,084 electric meters in 2024 alone, bringing the total number of stolen meters to 4,591 between 2019 and 2023. Under Philippine law, offenders face up to 12 years in prison and fines ranging from P50,000 to P100,000.

    Meralco’s executive vice president and chief operating officer, Ronnie L. Aperocho, emphasized the importance of this partnership in ensuring a safer and more reliable electricity service for all Filipinos.
