    Basic Energy secures DOE permit for solar farm pre-development

    Basic Energy Corp. said it has secured the Department of Energy has cleared the way for the pre-development of its planned solar venture in Bolinao, Pangasinan, following the issuance of a Certificate of Authority.

    The certificate, granted under the DOE’s revised Omnibus Guidelines on Renewable Energy Contracts effective June 2024, enables recipients to advance pre-development work for proposed RE projects.

    Basic Energy said the COA permits it to begin securing permits, tenurial rights, and regulatory clearances—even outside the scope of the 25-year Solar Energy Operating Contract that will govern the project. It said the COA also grants it a one-year window to fulfill its documentary obligations before the DOE issues the formal SEOC.

    Located on approximately 37 hectares in Bolinao, the project is part of Basic Energy’s strategy to expand its renewable energy footprint amid the country’s growing push for clean and sustainable power sources. A third-party feasibility study has projected the facility’s generation potential at a minimum of 47 megaWatts-peak, enough to supply electricity to tens of thousands of households once operational.

    Next steps include conducting a System Impact Study, subject to evaluation and approval by the National Grid Corp. of the Philippines, and securing endorsements from national and local government agencies.

    Slated for completion by early 2027, the project is expected to contribute meaningfully to the country’s renewable energy goals, while reinforcing investor confidence in regulatory reforms designed to accelerate clean energy development.
