The Maritime Industry Authority (MARINA) has released new guidelines aimed at increasing the number of qualified officers on domestic vessels and simplifying certification processes for seafarers.
Under Memorandum Circular No. MD-2026-02, the agency aligned the issuance of the Domestic Certificate of Competency (DCOC) with updated safe manning requirements for Philippine-registered ships. The measure seeks to address manpower shortages in the domestic shipping sector and is expected to benefit around 1,400 vessels.
MARINA administrator Sonia B. Malaluan said the policy strengthens the country’s maritime workforce while maintaining training and competency standards to ensure safer and more reliable operations.
The circular allows holders of Major Patron and Marine Diesel Mechanic 2 licenses to upgrade to higher positions, provided they complete additional training and longer sea service.
It also streamlines the certification process by removing redundant documentary requirements, particularly for those working on smaller vessels. MARINA is supporting the initiative through free training programs for BC1 and Motorman applicants.
The DCOC remains valid for five years, while existing certificates will continue to be honored until their expiration. The agency said there are no changes to current certification fees.
