The Philippines is working to strengthen rules that protect Filipino fishers while keeping the local fishing industry competitive.
A key part of this effort is a review of the Cape Town Agreement, an international framework that sets safety standards for large fishing vessels operating in open waters.
The Maritime Industry Authority (MARINA) is studying which parts of the agreement can be applied locally. The goal is to improve safety across the country’s fishing fleet without hurting business operations.
MARINA administrator Sonia Malaluan said the agency aims to balance stronger safety measures with the need to keep the industry sustainable and competitive.
Officials also stressed the importance of consulting stakeholders. Maritime safety service director Divinagracia Tolosa said all viewpoints must be considered, while deputy administrator Loumer Bernabe assured that feedback will guide policies that align with both global standards and national interests.
