P15.66-billion solar project in Surigao del Sur set for public consult

A proposed P15.66 billion solar power facility in Barobo, Surigao del Sur will undergo public scoping on June 9, 2026, as announced by the Department of Environment and Natural Resources–Environmental Management Bureau (DENR-EMB). Developer Apolaki Four Inc. will present project details to the community and stakeholders during the consultation.

Planned across 300.28 hectares, the facility will generate 320 megawatts (MW) of power and include a 33.8 MW battery energy storage system to ensure steady supply despite solar power’s natural fluctuations. The budget covers engineering works, permits, site development, construction, equipment procurement, and full environmental protection and monitoring measures.

The project already holds a 25-year operating contract from the Department of Energy and is classified as an Energy Project of National Significance. It is expected to create around 1,500 jobs at the height of construction and employ roughly 20 regular staff once operational.

This development supports the country’s growing renewable energy sector. As of March 2026, the Philippines’ total installed solar capacity reached 3,675 MW, accounting for 11.7 percent of the national power generation mix of 32,195 MW.
