The Land Transportation Office (LTO) has issued a circular adjusting the validity of the initial registration of all brand new motorcycles to three years.
Under Memorandum Circular JMT-2023-2395 issued by LTO chief Jay Art Tugade, the initial registration of brand new motorcycles of even those with engine displacement of 200cc and below is valid for three years.
Existing provisions under Republic Act 4136 (Land Traffic Code) and Republic Act 11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018), only motorcycles with engine displacement of over 200cc are entitled to a three-year initial registration.
Tugade said the new memorandum circular is among the new measures designed to speed up processes and ease the public’s transactions with the agency.
“It is understood that the MVUC to be collected during the initial registration shall likewise be adjusted to cover the corresponding registration validity period,” the memorandum also stated.
“Hindi natin nakikitang magkakaroon ng problema sa roadworthiness ang mga motorsiklong may tatlong taong rehistro dahil ang mga ito naman ay bagong sasakyan,” Tugade said.
Based on LTO data, an estimated two million new motorcycles with displacements 200cc and below are set for registration this year and will be the principal beneficiaries of the new policy.
“Patunay ito na nakikinig ang inyong LTO sa mga suhestiyon ng publiko na direktang nakikipagtransaksyon sa ahensya. Magpapatuloy po ang pag-aaral sa mga umiiral na polisiya at panuntunan. Kung kailangan po itong baguhin tungo sa ikagaganda ng sistema ay handa po namin itong gawin,” Tugade said.
