PCC launches online portal, easing anti-competition complaints

The Philippine Competition Commission (PCC) is making it easier for citizens to report potential anti-competitive practices with the launch of its online case reporting system.

Launched on December 18, the platform allows the public to securely submit complaints and upload supporting documents directly, replacing the old multi-step process.

Previously, complainants had to email requests for SharePoint access, wait for dedicated folders to be created, and receive separate login credentials—a cumbersome system that often delayed reporting.

Developed with support from the Korea International Cooperation Agency and first unveiled in April last year, the new system automates these steps, reducing manual interventions and speeding up case handling while maintaining adherence to existing rules of procedure.

“This system empowers the public to take part in safeguarding competition. By making reporting faster, simpler, and more secure, we are strengthening our collective effort to ensure fair markets for all,” said PCC Chairperson Michael Aguinaldo.

He emphasized that the platform reflects the agency’s commitment to transparency, efficiency, and consumer welfare.

As the country’s primary antitrust authority, the PCC enforces the Philippine Competition Act, which bans anti-competitive agreements, abuse of dominant market positions, and anti-competitive mergers and acquisitions.

The online case reporting system can now be accessed at https://ccms.phcc.gov.ph, offering citizens a direct, streamlined avenue to participate in protecting competitive markets.

By digitizing this process, the PCC hopes to make oversight more inclusive and responsive, giving ordinary consumers a practical tool to flag unfair business practices without bureaucratic hurdles.

This move signals a step toward modernized governance in market regulation, strengthening public participation in ensuring a level playing field for businesses and consumers alike.
