    DOE sets up research teams on energy policy research

    The Department of Energy (DOE) is forming a research team on energy policy research and related studies comprised of a steering committee and a technical working group (TWG).

    Energy Secretary Raphael Lotilla has orders for the research team to lead the “harmonization and coordination of efforts advancing the conduct of energy policy research to address policy gaps, issues and concerns in the sector.”

    The steering committee sets the priority and direction of policy research on identified areas of concern for the energy sector, provide guidance on the formulation of policy recommendations based on the results of policy research as well as review and approve submitted energy research proposals on identified areas of concern in the sector.

    The TWG focuses in the conduct of research on areas of concern to the sector and formulate policy recommendations on current and emerging energy issues based on research results.

    The TWG is also set to draft management-based regulatory issuances if necessary, for legal support and policy intervention based on the formulated policy recommendation. It collaborates with other government agencies, academe, international bodies and countries that are expert on specific subject matters.

    The TWG will also prepare energy research proposals, including budgetary requirements needed to support the plans and programs of the team, including procurement of consultancy services, among others aside from performing other functions necessary and incidental to attain the mandate of the DOE and other applicable laws.
