Clark emerges as anchor of Luzon Economic Corridor

Clark Freeport is emerging as a key anchor of the Luzon Economic Corridor, leveraging its connectivity, established business ecosystem, and logistics infrastructure to attract investments and strengthen supply chains across Luzon.

Clark Development Corp. President and CEO Atty. Agnes VST Devanadera said connectivity and the availability of an established business ecosystem remain among the first considerations raised by investors exploring opportunities in the Freeport.

“Connectivity and the ecosystem within Clark are among the first questions raised by investors,” Devanadera said during the Luzon Economic Corridor Roundtable Luncheon at Clark Marriott Hotel on Aug. 17.

Clark combines an international airport, major road networks, telecommunications infrastructure, and global logistics operators, giving companies access to suppliers, consumers, and major economic centers.

Its more than 1,200 locators and 151,000 workers also provide a substantial industrial and talent base for companies establishing or expanding operations.

Devanadera cited the 15-hectare site for FedEx’s expanded gateway and UPS’ three-hectare sorting facility as investments that are further strengthening Clark’s logistics capabilities and improving the movement of goods.

The corridor links Subic, Clark, Metro Manila, and Batangas, with priority areas including logistics, energy, digital infrastructure, and advanced manufacturing.

Trade Secretary Ma. Cristina Roque said the government is pursuing a whole-of-government approach to make corridor investments more predictable, covering site selection, infrastructure, talent matching, and regulatory requirements.

The strategy could give Clark an advantage as companies increasingly prioritize locations that offer not only available industrial space but also integrated infrastructure and access to markets.

Now expanded to 12 partners, the LEC aims to catalyze private investment and build more resilient supply chains. For Clark, its established ecosystem may prove to be one of its strongest selling points as the corridor moves from infrastructure planning toward investment execution.
